June 6, 2016 Public Hearing
 

The Ventura City Council will conduct a public hearing pursuant to San Buenaventura Municipal Code section 22.180.040 to consider and receive comments and input on the proposed:

  • Water Rights Dedication
  • Water Resource Net Zero Fee
  • Water Resource Net Zero Requirements Ordinance
  • Water Resource Net Zero Fee Resolution

for the City of San Buenaventura in order to consider the potential economic impacts of the proposed Ordinance and Resolution, and to provide information on water supply, water demand, and related analyses.  The proposed Ordinance and Resolution will assist the City in increasing water supplies to meet the demand of new and intensified development.

All interested persons are invited to present and be heard.   Written communications may be directed to:

Proposed Water Dedication and In-lieu Fee For New and Intensified Development

 

June 16, 2014 Public Hearing

 

The Ventura City Council held a public hearing to consider adoption of an ordinance enacting Municipal Code Chapter 22.180 Water Dedication and In-Lieu Fee, establishing water dedication and in-lieu fee requirements for new or intensified development.

March 10, 2014 City Council Workshop

The City Council received a presentation on the latest information on a proposed Water Dedication and In-Lieu Fee Ordinance and Resolution at a workshop held on March 10, 2014 at 5 pm in the Community Meeting Room, Ventura City Hall, 501 Poli St.

November 18, 2013 Public Hearing Cancelled

The City Council Public Hearing scheduled for Monday, November 18, 2013, to discuss the proposed Water Rights Dedication and In-Lieu Fee Ordinance and Resolution, has been cancelled.  No future date has been set.  Please check back for updates.

October 15, 2013 Public Workshop

Almost twenty community members attended a public workshop on October 15, 2013,  to discuss a proposed ordinance and resolution, establishing water dedication and water resource in-lieu fee requirements for new or intensified development.  The workshop provided an opportunity for public feedback prior to the Ventura City Council considering the proposed ordinance and fee resolution during a Public Hearing, tentatively scheduled for November 18, 2013.  The proposed fee would apply to new or intensified development that requires increased water usage, if sufficient water rights are not transferred.

Based on the Evaluation of a Water Resource In-Lieu Fee analysis conducted by Kennedy/Jenks Consultants for Ventura Water, it has been recommended that the City establish two zones to levy a water resource in-lieu fee.  One zone would encompass the City area within the Casitas Municipal Water District boundary and the other zone would encompass the area outside of the Casitas District.

In addition to discussing the proposed ordinance and resolution, participants were given the opportunity in breakout groups to discuss potential options for the City to meet future water supply needs.

June 3, 2013

In early June 2013, Council approved the 2013 Comprehensive Water Resources Report which included addtional information and recommendations to support a holistic approach to water supply, demand and infrastructure management.  On March 4, 2013, Ventura Water General Manager, Shana Epstein, presented the Draft 2013 Comprehensive Water Resources Report  to City Council to discuss water supply pressures and efforts to integrate development planning.
