Ventura Water Rate Advisory Committee
On July 8, the City Council ratified nine Ventura residents to serve on the 2013-14 Water Rate Advisory Committee. The Council reconfirmed five members of the previous Committee and selected four new members who were appointed based on their qualifications and personal interviews. The members are:

On May 13, the City Council approved the establishment of a limited-term, 9-member Rate Advisory Committee to review an update of the 2012 Cost of Service Study and offer recommendations to Council.

Rate Advisory Committee Meetings
The Committee conducted public meetings in September, October, November and December and presented their recommendations to City Council on January 13, 2014 (Item No. 12). The Committee meeting dates were:

Each meeting began at 6:00 pm and was held in the Assembly Room at the City's Sanjon Maintenance Yard located at 336 Sanjon Road, Ventura, CA. Interested members of the community were encouraged to participate through public testimony or comment cards.

Rates Move Forward With City Council Approval - May 21, 2012
Notices about proposed water and wastewater rates and a City Council Public Hearing, held on May 21, 2012, were mailed to Ventura Water customers and property owners in early April 2012. At the conclusion of the Public Hearing, the City Council approved the new two-year rate structures and increases, which were effective 30 days after the Council adopted the final ordinance on June 4, 2012. The two-year rates are based on the 2012 Cost of Service and Rate Design Study conducted in collaboration with the Advisory Committee and the public who participated in the series of meetings conducted in 2011-12 as detailed below.

2011-12 Cost of Service and Rate Design Advisory Committee Background
Ventura Water announced the formation of an all-volunteer Cost of Service and Rate Design Study Advisory Committee in September 2011. The purpose of the Committee is to provide community values to Ventura Water staff during a series of meetings from October through February 2012. Lead by Raftelis Financial Consultants, a leader in the utility rate industry, this opportunity will provide insight into how much it costs to protect the environment and to maintain Ventura’s water and wastewater systems and how water and wastewater rates are calculated and charged.

Ventura Water’s last formal cost of service study was conducted in the early 1990s during the drought and established the current tiered rate structure.
