Saticoy & Wells Community Plan

Saticoy & Wells Community Plan and Code

Introduction

One of the first steps in implementing the newly adopted 2005 Ventura General Plan to embark upon the City’s infill first strategy, is the preparation of one Community Plan for both the Saticoy and Wells areas.

The General Plan states, “one of the primary objectives for infill in Ventura is to produce mixed-use development that places most people’s daily needs within walking distance of their dwellings…mixed-use places inherently reduce automobile trips and improve the pedestrian experience, resulting in safer neighborhoods, healthier citizens, and better access to everyday needs…opportunities exist to augment those [districts, corridors, and neighborhood centers] areas in ways that complement and enhance existing urban form and streetscapes to better serve Ventura residents.”

The following will be prepared for the Saticoy and Wells areas:

  • Goals, Policies, and Actions (the Community Plan)
    Regulating Plan (i.e. zoning map)
  • Development Code (i.e. zoning regulations)

Within the Saticoy and Wells Communities, there are opportunities to enhance existing neighborhoods and address longstanding deficiencies in parks and other civic amenities. There are also developers who are interested in moving forward with their proposed plans on large vacant sites. These sites include:

  • University of California Hansen Trust at Telegraph Rd. and Saticoy Ave.
  • John Broome at Wells Rd. and Darling Rd.
  • Westwood Communities project known as “Parklands” at Telegraph Rd. and Wells Rd.
  • Saticoy Village Specific Plan site

Clearly there is a need for comprehensive planning to ensure that these projects are designed for connectivity, to be fully walkable neighborhoods that integrate mobility, green spaces, and civic amenities. A Community Plan for Saticoy and Wells will help ensure that these goals are met.

Project Documents

Background Report
The Background Report is a survey of the Saticoy and Wells proposed plan area as it presently exists. Topics include urban character, population and housing, circulation and noise, public services and infrastructure, environmental resources, and hazards. The Background Report is prepared as a working product as a part of the process of creating a new Community Plan and Development Code for the area. It is a source of the best information at a given point in time, but is not intended for adoption. An official Draft Environmental Impact Report, which will contain detailed information regarding existing conditions will be prepared and released for public comment and posted on this website at a later date.

Timeline

The Working Draft Community Plan will be presented to the City Council and Planning Commission at a joint meeting on February 6, 2007.
