Narrative:
On January 16, 2012 at about 1:53 PM, the Ventura Police Department received a call of an injury traffic collision where a vehicle hit a pedestrian in the area of Mills Rd and Preble Ave. Patrol officers responded to the scene and immediately summoned VPD Traffic investigators due to the level of injury at the scene of the collision.
The preliminary investigation revealed the following: The pedestrian was identified as Joyce Yamani, 69 years old, entered the roadway on Mills Rd. from the east sidewalk on her scooter power chair. Joyce was riding eastbound towards Preble Ave. when the driver of the motor vehicle Andres Covarrubias, 18 years old was seen driving at a high rate of speed through the intersections curve. Covarrubias lost control of his vehicle and collided with Joyce launching her out of her chair into the roadway. Covarrubias’ vehicle then collided with a parked vehicle. According to witnesses Covarrubias quickly backed his vehicle up and drove away from the scene leaving Joyce in the roadway. Covarrubias left the scene north on Mills Rd. to Main St. where he fled on the northbound 101 fwy.
With to the assistance of concerned citizens witnessing the traumatic collision, Officers were able to quickly locate the suspect in the Pierpont area of Ventura where he was arrested without incident.
Joyce sustained serious injuries and was transported to Ventura County Medical Center where she is being treated.
Further investigation revealed the driver; Andres Covarrubias was driving a motor vehicle while impaired by alcohol. Covarrubias was arrest for California Vehicle Codes 23153 (a) Driving under the influence and causing bodily injury to another person and Vehicle Code 20001 Hit & Run causing bodily injury. Covarrubias was booked at Ventura County Jail on the above listed charges.
