Narrative:
The Ventura police department conducted a Minor Decoy operation in the City of Ventura. The Minor Decoy Program is an enforcement program that ABC and local law enforcement agencies use to detect and deter sales of alcohol to minors. During the program, a minor decoy, under the direct supervision of law enforcement officers, attempts to purchase alcohol at on and off sale locations.
During the operation, the decoys attempted to purchase alcohol at 18 different on and off sale locations. Of those 18 locations, 3 businesses sold alcohol to the 18 and 19 year old minor decoys. The following is a list of businesses who sold alcohol to the minor decoy:

Officer Doug Cleavenger is our Department's Alcohol Enforcement Officer and supervised the operation. Officer Cleavenger is also in charge of the Responsible Retail Program, which is aprogram to improve public health and safety in our community by increasing the awareness of the dangers that result from improper sales and service of alcoholic beverages, particularly to minors and those who may already be intoxicated. The Ventura Police Department, in conjunction with other county agencies and organizations, will provide alcohol beverage establishments with responsible beverage sales and service training.
