California State Green Building Codes

As of January 1, 2011, the new California Green Building Standards Code (California Code of Regulations, Title 24, Part II) went into effect. Section 5.408 now requires ALL NEW construction projects to file and implement a Construction and Demolition Waste Management Plan (WMP). The Environmental Sustainability Division works in conjunction with the Building and Safety Division in reviewing and assisting applicants with the WMP plans. The WMP must be submitted and approved as part of the plan-check process before a building permit can be issued.

Construction and Demolition (C&D) projects can generate large amounts of waste. Most of the waste is recyclable, including asphalt, concrete, wood, cardboard and metal. Recycling C&D materials instead of sending to a landfill reduces disposal fees and project costs, extends the life of local landfills and provides valuable materials for reuse and recycling. It also helps the City comply with the California Waste Management Act of 1989 that mandates a 50% diversion rate of materials from the landfill. Assembly Bill 341 sets the new State goal of 75% diversion by 2020.

Roll-off and Bin Programs through E. J. Harrison

In the City of Ventura there are two options for handling construction waste. The first is to use the City’s franchise hauler, E. J. Harrison & Sons. They are the only authorized hauler for solid waste (City of Ventura Ordinance Code Article 2, Sec. 6.500.210 et. seq.) They can be contacted at (805) 647-1414. For those projects that require a Waste Management Plan (WMP) Harrison can assist by diverting at least 50% of the materials and provide final reporting forms for the project. Please inform them if the construction project is under a WMP when ordering service.

 

SELF-HAUL OPTION

The second option, self-haul of C&D materials is allowed only when a licensed contractor uses his/her own employees and equipment as an incidental part of the total service (City Ordinance Code Article 2, Section 6.500.230.5). If the contractor does not have his/her own bins and hauling equipment or employees to self-haul, the contractor is required to use E. J. Harrison & Sons services. All contractors that self-haul are encouraged to segregate the C&D waste on-site and direct haul the materials to local recycling facilities. For projects that require a WMP, the contractor is responsible for submitting to the City of Ventura, all necessary forms, weight tags and final reports on waste diversion for the project.  The documents necessary for the WMP are listed below.

For the self-haul option, the following facilities accept segregated materials. Proof of proper disposal and recycling are required for any WMP.

Accepts reusable building materials, such as lighting, plumbing, wood, doors, windows, tile, wood furniture, paint, hardware, sinks, small appliances, insulation; and will take refrigerators, ovens and stores that are up to ten years old as long as they are in good working condition.
