Downtown Specific Plan
In March 2007, the City of Ventura adopted the Downtown Specific Plan (DTSP), an update of the Specific Plan adopted in 1993. This update articulated a clear intention to preserve the unique and historic character of the City's commercial core. Hard copies of the Downtown Specific Plan may be purchased ($70) at the Planning Counter in Room 117 at City Hall. Or, you may download the Downtown Specific Plan.

- Downtown projects with a variance request associated with a discretionary permit(s) will be evaluated using the 2007 Downtown Regulating Plan and Code to address required variance findings (Section 24.535 of the Municipal Code) related to issues of scale, character and detrimental impacts. Mobility and Parking Plan
Coastal Commission Review
On November 5, 2009, the Coast Commission unanimously approved, with modifications, the City of Ventura Local Coastal Program Amendment related to the adoption of the Downtown Specific Plan. A copy of the confirmation letter and approved modifications is available below.
Downtown Waterfront Design Charrette
On December 17, 2009 the students from University of Notre Dame, the nation’s preeminent school on traditional and classical architecture and urbanism conducted a week long urban design Charrette for Ventura to discuss the Downtown waterfront area and the Edgewater redevelopment project.
Edgewater is the 11-acre downtown waterfront site anchored by the redevelopment of the existing public parking structure.
