Our Code Enforcement Section within the Building and Safety Division is committed to preserving and promoting the safety of all who live, work and visit our beautiful City.  We receive requests to enforce ordinances adopted to address blight, nuisances, and health and safety issues.  We recognize that every resident plays an important role in our community and deserves a safe place to work and live.  While attempting to balance the needs of all of our residents, we strive to deliver our services in a timely fashion, professionally, and with a good attitude.  If you have had contact with us, take a moment to rate our service using this Survey Monkey link

Report of Building Records Program 

City municipal code chapter 6.700 requires a report of City building records be disclosed to the buyer at the time of entering into an agreement for the sale or exchange of any building.

Common Violations within our City's Municipal Code

As part of the City's Code Enforcement educational outreach to the citizens of Ventura, listed below are slide shows with information regarding common violations:

How do I report a code violation?

  • Send us your questions, complaints and compliments by using MY VENTURA ACCESS (MVA) -- our communications tool for community members.  MVA helps us improve customer service and increase staff efficiency.
  • Fax your signed complaint form to (805) 654-7561;
  • Mail your signed complaint form to PO Box 99, Ventura, CA, 93002, ATTN:  Code Enforcement, or;
  • Drop off your signed complaint form at the public counter, 501 Poli St., Rm 117, Ventura.

Common violations:

   Unsecured building
   Substandard Housing
       - Faulty/hazardous electrical
       - No water
       - No heat
       - Failed septic system
       - Discharge of sewage
       - Gas leaks/smell
       - Garage conversion to residential use
       - Living/sleeping in areas not designated for habitation (sheds, commercial buildings, garages)
       - Accumulation of garbage/no trash service
       - Infestation of insects/rodents
 
   Illegal/unpermitted construction (additions, interior improvements etc.
   Grading without a permit
   Zoning violations
       - Running a commercial business in a residential zone
       - Illegal signage (banners, permanent signs)
       - Outdoor dining violations
       - Parking on unapproved surfaces (lawns)
       - Conducting automotive repair/commercial business in residential zone
       - Open storage within a front yard setback (junk in front yard)
       - Exceeding the number of animals permitted by zone

   Illegal dumping
   Littering
   Newsrack placement
   Newsrack content
   Noise (barking dogs - contact Ventura County Animal Control (805) 388-4341)
   Overgrown weeds
   Junk/debris in side or rear yards visible within public view
   Swimming pools - Private only

Abandoned/inoperable vehicles on private property
    Living/sleeping in vehicles (motorhomes etc on private property)
    Accumulation of animal waste
    Operating a business without a license (residential or commercial area)
    Repairing or washing vehicles on street
    Storage containers/dumpsters on street
