Downtown Historic Resources Survey
In April 2006, the City of Ventura released the public draft Downtown Specific Plan (DTSP), an update of the Specific Plan adopted in 1993. This update articulated a clear intention to preserve the unique and historic character of the City's commercial core. During the public review process, staff received extensive feedback from the general public, the Downtown Ventura Organization, the Historic Preservation Committee and the San Buenaventura Conservancy that the draft DTSP did not establish sufficient historic preservation measures.
The City subsequently contracted with the Historic Resources Group (HRG) to prepare a historic resource survey to evaluate the historical significance of properties in the Downtown Ventura Specific Plan (DTSP) area and is now available for review. Members of the public may obtain a free CD or purchase a hard copy ($40.30) of the survey at the Planning Counter. The document is also available here:

Downtown Specific Plan Regulations
The Downtown Specific Plan area contains 85% of the City's historic resources with 76 Historic Landmarks, 10 Points of Interest, and 2 Historic Districts.
Downtown Specific Plan Regulations
The Downtown Specific Plan regulates development proposals on, and contiguous to, properties that contain historic resources. Regulations pertaining to historic resources in the DTSP area are:
Section 8.10.40.G.4. Design Review. All new development on a lot containing a Historic Resource shall require Major Design Review by the Historic Preservation Committee for compliance with this plan?s Historic Resource Design Guidelines and the Secretary of the Interior?s Standards and Guidelines for the Treatment of Historic Properties.
Section 8.10.40.G.5. Design Review. All new development contiguous to a lot containing a Historic Resource shall require Major Design Review by the Design Review Committee (DRC) for compliance with the Development Code and the Historic Preservation Committee (HPC) for compliance with this plan?s Historic Resources Guidelines and Secretary of the Interior?s Standards and Guidelines for the Treatment of Historic Properties.
Section 8.10.40.N.1. Historic Resource review. All new development on a lot containing a Historic Resource shall undergo Design Review by the Historic Preservation Committee (HPC) for compliance with the Historic Resource Design Guidelines of Article V and the Secretary of the Interior?s Standards and Guidelines for the Treatment of Historic Properties.

All new development contiguous to a lot containing a Historic Resource shall require Major Design Review by the Design Review Committee (DRC) for compliance with the Development Code and the Historic Preservation Committee (HPC) for compliance with this plan?s Historic Resources Guidelines and Secretary of the Interior?s Standards and Guidelines for the Treatment of Historic Properties.
