Land Development Engineering
Land Development oversees the engineering side of the Planning Division's projects within the City of San Buenaventura. Land Development is responsible for issuing encroachment permits, grading permits, reviewing and approving improvement plans for development projects, for reviewing traffic related planning issues associated with development in the City, and for the collection of certain development related fees.
Encroachment Permits are required for any work proposed within the City’s rights-of-way or easements and include such work as driveway construction and sewer lateral connections. Grading Permits are required for earthwork involving excavation and fill in accordance with the City’s Grading Ordinance. There are special requirements for grading in the hillside areas.

Land Development reviews and approves improvement plans prepared for development projects within the City, which include grading, streets, drainage, sewer, and water. Land Development also is responsible for the inspection of the above works.
