Federal Funding Programs: CDBG and HOME

Community Development Block Grant (CDBG) Program - Funding Available for 2008-2009

The City of Ventura will receive $862,439 in CDBG funds and $507,686 in HOME funds for fiscal year 2008-2009 from the U.S. Department of Housing and Urban Development (HUD). The DRAFT Action Plan is currently available for public comment. Any comments shall be submitted in writing no later than 5:00 p.m. on Wednesday, May 14, 2008. Community Development Block Grant (CDBG) Program - Overview

Ventura receives federal funds each year through the U.S. Department of Housing and Urban Development (HUD) for funding activities and programs aimed at achieving the following:

  • Provide decent housing;
  • Establish and maintain a suitable living environment; and
  • Expand economic development opportunities.

The Community Development Block Grant (CDBG) Program is authorized under Title I of the Housing and Community Development Act of 1974. The CDBG program is administered by the U.S. Department of Housing and Urban Development (HUD), which provides funding to municipalities for the purpose of developing viable urban communities.

These activities and programs are primarily aimed at benefiting the City's low- to moderate-income households.

Home Investment Partnership (HOME) Program - Overview

Ventura receives federal funds each year through the U.S. Department of Housing and Urban Development (HUD) for the HOME program. The intent of HOME is to:

  • Provide decent affordable housing to lower-income households;
  • Expand the capacity of nonprofit housing providers;
  • Strengthen the ability of state and local governments to provide housing; and
  • Leverage private-sector participation.

The Home Investment Partnerships (HOME) Program was created by the National Affordable Housing Act of 1990 (NAHA) and is also administered by HUD. The intent of the HOME program is to provide affordable housing opportunities to lower-income households through direct assistance and partnerships with nonprofit housing providers, private-sector lenders and developers, and government agencies.

2005-2010 Consolidated Plan

Every five years, the City prepares the Consolidated Plan, which outlines the City's plans to pursue the goals of the community development and planning programs of the Department of Housing and Urban Development (HUD). The City receives federal funding through the Community Development lock Grant (CDBG) Program and the HOME Investment Partnerships Program (HOME).

Five-Year Consolidated Plan
The City prepares a Five-Year Consolidated Plan, which outlines the City's plans for utilizing CDBG & HOME funds to pursue the goals of HUD's community development programs. In May of 2005, the City Council adopted the 2005-2010 Consolidated Plan.

The Consolidated Plan identifies the priority community development needs for the City, including housing, neighborhood development, infrastructure improvements, anti-poverty strategies, and human services. The priority needs are then ranked as HIGH, MEDIUM, or LOW PRIORITIES.

2007-2008 Action Plan - CDBG & HOME

Every year, the City prepares an Annual Action and Funding Plan, which details the projects and programs to be undertaken with the City's federal entitlement funds in achieving the goals identified in hte Five-Year consolidation plan. The Plan also outlines the goals and proposed outcomes for funded projects.

The 2007-2008 Action Plan is the third of five (5) Annual Plans under the City's 2005-2010 Consolidated Plan. On June 25, 2007, the City Council adopted the 2007-2008 Annual Action and Funding Plan, which is available for viewing online.

The CDBG & HOME funds collectively provide funding for the following programs: for the following programs: Business Assistance Micro-Loan Program, Housing Development, the City's Capital Improvement Plan Program, and various Affordable Housing Programs.

CDBG and HOME functions are part of the Economic Development and Revitalization Division of the City of San Buenaventura's Community Development Department. The Division administers the City's CDBG and HOME funds, and others, such as the Redevelopment Agency's housing set-aside funds.
