Recycling Development Zone

The City of Ventura has the special designation of being located in the Ventura County Recycling Market Development Zone (RMDZ). The RMDZ is a geographic area designated by the California Integrated Waste Management Board to foster end-use markets for recyclable materials.

Manufacturers in the City of Ventura that use recycled or reused materials and/or minimize solid waste generation are eligible for the following RMDZ program benefits:

  • Low interest loans of up to $2 million for equipment purchases, working capital, real estate acquisition, and site improvements.
  • Assistance with local and state permitting processes.
  • Identification of manufacturing/feedstock materials (i.e. recycled or reused products).
  • Business plan development, including financial projections.
  • Marketing of manufactured materials via public events and RecycleStore.com.
  • Employment referral and training coordination.

RMDZ staff can also help eligible companies identify other incentives, such as tax reductions for the hiring of eligible workers and tax deferments for activities conducted through the Foreign Trade Zone at the Port of Hueneme.
