The City Clerk's Office works with the City Council, City Manager, departments and divisions, and the public. The Department is responsible for overseeing the preparation of the agenda and minutes for the City Council and Successor Agency, managing the City Council's official records, providing access to public records and information, processing documents to carry out the legislative actions of the City Council, administering the City's elections, assisting in the recruitment of residents to serve on various City Council advisory boards, commissions, and committees, and receiving liability claims.The City Clerk's Office may be reached at (805) 658-4787 or by sending an email to

  • FPPC Behested Payment Report (Form 803) - This form is used by all elected officials to disclose payments made at their behest, principally for legislative, governmental, or charitable purposes. Although the regulation has been in existence for many years, the Fair Political Practices Commission recently adopted the Form 803 to make compliance with the regulation easier. Officials must report the "behested" payments within 30 days of the date they are made by filing FPPC Form 803 (Behested Payment Report) with the City Clerk's Office.   • Conflict of Interest Code - Resolution
    • Designated employees within the City of San Buenaventura who are officers, employee, committee member or consultant because their position entails the making or participation in the making of decisions which may foreseeably have a material effect on any financial interest (G. C. § 82019) are included in the Conflict of Interest Code and are required to file a FPPC Form 700.
  • Councilmembers are elected officers identified in Government Code Section 87200 and file statements of economic interests with the City Clerk's office. Copies of the statements of economic interests filed may be obtained by visiting the offices of the Fair Political Practices Commission (FPPC) or the City Clerk. Senate Bill 272

Approved on October 11, 2015, adds a section to the California Public Records Act requiring local agencies to create a catalog of Enterprise Systems by July 1, 2016 with annual updates.
