The City's Affordable Housing Program and various loan programs are administered by the Housing Authority of the City of San Buenaventura (Housing Authority), an agency separate from the City of Ventura whose primary function is to manage and administer housing assistance programs in the City of Ventura in order to provide decent, safe, and affordable housing to low- and moderate-income families.

Homebuyers' Assistance, Housing Preservation, and Mobile Home Rehabilitation.
In addition to the Affordable Housing Program, the City assists residents in purchasing or repairing housing through Homebuyer's Assistant, Housing Preservation, and Mobile Home Rehabilitation loan programs.
