Community Development Block Grant (CDBG) Program

Ventura's Community Development and Affordable Housing Grant Programs

Ventura receives federal funds each year through the U.S. Department of Housing and Urban Development (HUD) for funding activities and programs that achieve the following: 

  • Provide decent housing
  • Establish and maintain a suitable living environment
  • Expand economic development opportunities

HUD funding is provided through two grant programs:  the Community Development Block Grant (CDBG) and the Home Investment Partnerships (HOME) programs.  The CDBG and HOME funds collectively provide funding for various community programs including the Business Assistance Micro-Loan Program, Affordable Housing Developemtn, the city's Capital Improvement Plan Program (such as street improvement projects and ADA improvements), Small Business Technical Assistance, and other affordable housing and community development activities.

Community Development Block Grant (CDBG) Program

Authorized under Title I of the Housing and Community Development Act of 1974, the CDBG program is administered by the U.S. Department of Housing and Urban Development (HUD), which provides funding to municipalities for the purpose of developing viable urban communities. These activities and programs are primarily aimed at benefiting the city's low- to moderate-income households.

Home Investment Partnerships (HOME) Program

HOME was created by the National Affordable Housing Act of 1990 (NAHA) and is also administered by HUD.  The intent of HOME is to:

  • Provide decent affordable housing to lower-income households
  • Expand the capacity of nonprofit housing providers
  • Strengthen the ability of state and local governments to provide housing
  • Leverage private sector participation

Five-Year Consolidated Plan

The Consolidated Plan identifies the priority community development needs for the city, including housing, neighborhood development, infrastructure improvements, anti-poverty strategies, and human services.  The priority needs are then ranked as High, Medium or Low priorities.

The 2010-2015 Consolidated Plan was adopted by City Council on May 10, 2010.  This document lays out the strategies for addressing the priority needs of the community over the next five years, through 2015.

Annual Action Plan - CDBG & HOME

Every year, the city prepares an Annual Action and Funding Plan, which details the projects and programs to be undertaken with the city's federal entitlement funds in achieving the goals identified in the Five-Year Consolidated Plan.  The Action Plan also outlines the goals and proposed outcomes for funded projects.

 The 2011-2012 Action Plan is the second of five Annual Plans under the city's 2010-2015 Consolidated Plan.  The current Action and Funding Plan was adopted by City Council on May 9, 2011.

Consolidated Annual Performance & Evaluation Report (CAPER)

The CAPER is a summary of the progress toward meeting the goals and objectives that were outlined in the Consolidated Plan and its Annual Action for that reporting period.

The 2010-2011 CAPER was submitted to HUD in September 2011.

Affordable Housing Programs

The City of Ventura provides funding for various programs related to affordable housing, including a rental and ownership affordable housing program, housing preservation loans, mobile home rehabilitation grants, and fair housing services.  The Housing Authority of the City of San Buenaventura, an agency separate from the City of Ventura,  administers all of the city's affordable housing programs.
