Redevelopment, Community Development Grants & Housing
The City of Ventura provides for numerous community development, and affordable housing activities through the Redevelopment Agency, federal grants including the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs, and the city's Affordable Housing Program. Through these programs, Ventura's neighborhoods are enhanced and stabilized by eliminating blighted conditions, developing affordable housing, preserving and repairing existing housing stock, opportunities, constructing and repairing infrastructure such as roads, intersections, and parking lots, making accessibility improvements, providing shelter for homeless individuals and families, educating communities through training programs and library services, assisting community groups and councils in serving the community, and much more.

The Redevelopment Agency at the City of San Buenaventura
Redevelopment Agency - Redevelopment is a process specifically designed to help local governments in revitalizing their communities. It encourages new development, jobs, and generates tax revenues in declining areas by developing partnerships between public and private entities. Authorized by the State of California, the Redevelopment Agency of the City of San Buenaventura acts as the city’s real estate developer in an effort to spur economic growth. By using its unique powers to focus public investment in the city’s blighted areas, the Agency has an effective tool for local government to attract and guide private investment to improve living and working conditions by developing affordable housing, strengthening neighborhoods, building public facilities, creating jobs and expanding businesses. The Agency also increases revenue to the City of Ventura by enlarging the tax base.
Community Development Grants Program
Ventura receives federal funds each year through the U.S. Department of Housing and Urban Development (HUD) to be used in developing viable communities and create affordable housing.
Community Development Block Grant (CDBG). In developing viable communities, Ventura utilizes CDBG funds In providing decent housing, establishing and maintaining a suitable living environment, and expanding economic development activities.
HOME Investment Partnerships (HOME) Program. The City utilizes HOME funds to increase the supply of decent, affordable housing to low- and very low-income households, while expanding the capacity of nonprofit housing providers and leveraging private sector participation.
Affordable Housing Program
Affordable Housing Program - Ventura's Affordable Housing Program encompasses rental and for-sale housing units throughout the city that are restricted in cost in order to be affordable to low- and moderate-income families. Persons meeting the eliibility criteria may be able to rent or purchase an affordable unit, depending on availablilty. Certain restrictions are attached to affordable units in order to maintain long-term affordability.
