Environmental Planning

In 1970 the California Legislature passed the California Environmental Quality Act (CEQA) requiring cities and other public agencies to consider what effects their discretionary actions might have on the environment before making decisions on a wide range of public and private projects.

In accordance with the California Environmental Quality Act (CEQA), passed by the California Legislature in 1970, the City of San Buenaventura conducts environmental review of public and private projects before they are heard for approval. The environmental documents produced by the City are provided to both decision makers and the public for their consideration and comment. These environmental documents include Environmental Impact Reports (EIR's) and Negative Declarations (ND's). The City's Local Guidelines for Implementation of the California Environmental Quality Act, Division 2R, Part 4, Chapter 2R.450 of the Municipal Code, specifies exactly how environmental review is carried out in San Buenaventura.

The purpose of the environmental review process is to identify the environmental impacts that might be associated with a project prior to decision making.

It does so by informing decision-makers and the public of what impact a proposed project is likely to have on the environment and what can be done to reduce or mitigate any significant effects. Possible areas of environmental impact include traffic circulation, water quality, archaeological resources and vegetation and wildlife.

In addition to providing information, the process also requires that significant impacts be reduced or mitigated whenever possible. A wide range of City policies and procedures provide a basis for determining impacts and a means for insuring that these impacts are mitigated.

Environmental Impact Reports

Here you can track upcoming Environmental Impact Reports (EIR), and download a Draft EIR. The EIRs listed below are either Draft EIRs in the public review and comment period, or final EIRs pending certification. EIRs posted to this page will include a brief project description, the public review period start and end dates, tentative Planning Commission hearing date, and contact information for the EIR project manager. EIR documents will include a table of contents, graphics, and technical appendices.

EIRs will be removed from the site after they are certified. Certified EIRs can be reviewed from 7:30 a.m. to 5:00 p.m. at the Planning Department, 501 Poli Street, Room 117, Ventura, CA 93002, excluding public holidays

Current Environmental Document for Review

 

The Grove Specific Plan Project  - The Draft EIR is now available for public review. The project would involve an Annexation, Specific Plan and Tentative Subdivision Map for the creation of the future development of a residential neighborhood ranging between 200 to 250 dwellings on approximately 26.51 acres (a density of 9.43/units per acre) currently within the City's Sphere of Influence bounded on the north by State Route 126(SR-126), on the east by the Thille Community Neighborhood, on the south by Telephone Road and Copland Drive, and on the west by the La Posada mobile home park, and farther to the west by the US 101/SR-126 highway interchange.

           Comment Period: September 23, 2016 - November 7, 2016

Ventura Botanic Garden (VBG) Master Plan

The City Council certified Mitigated Negative Declaration (MND) for Conditional Use Permit (CUP), Rezone and Lease Agreement applicantions for Ventura Botanical Gardens Master Plan is available for viewing.  The project site is located within Grant park which is owned by the City of Ventura and is located just north of Downtown at 398 Ferro Drive

Pilot Concert Series and Noise Ordinance Amendment 

The Final EIR EIR-3-14-20666 (FEIR) for a pilot concert series and noise ordinance amendment is available for public viewing.  The project would involve up to 12 outdoor concerts in the upper parking lot behind City Hall and an amendment to the noise ordinance that would excempt the concert series from the noise ordinance.  A sound control plan would establish requirements for sound levels and sound measurement.

Olivas Park Drive Extension

Final Environmental Impact Report  (FEIR), EIR-11-10-4397/ PROJ-1805, for the proposed Olivas Park Drive Extension Project.  The project site encompassess approximately 111.8 acres between Golf Course Drive & Johnson Drive, primarily in the City of Ventura.  Portions of the site are in unincorporated Ventura County.

Community Memorial Hospital (CMH) District Development Code

The recirculate Final EIR for Community Memorial Hospital (CMH) District Development Code is available for viewing.  The project involves adoption of a Form-Based Development Code to guide the development of the 15-acre area of the City located in the Midtown Community located between Loma Vista Road, East Main Street and Brent Street within the Midtown portion of the City.  The Community Memorial Hospital is located at 147 North Brent Street.

Draft Mitigate Negative Declaration (MND) for the Redevelopment of Westview Village, PROJ-795/EIR 1-15-25950, consisting of the demolition of 180 residential units and the construction of 320 residential units divided into for phases and eleven blocks, (A through K) on 20.6-acres site located within the City's Westide Community Plan Area and is generally situated east of State Route 33 (SR-33), west of Olive Street, south of Lewis Street, and north of Rosewood Street, and specifically is bound by Snow Court, Warner Street, Riverside Street and Flint Street.

Mar-Y-Cel Mixed Use Development - PROJ-6984/EIR-2-14-20151 Final IS/MND. The project is consist of 138 multi-family units and aproximately 6,142 square feet of commercial space on a 2.38-acre block bounded by Ventura Avenue, Santa Clara Street, Junipero Street and Thompson Boulevard.
