Building and Safety Division
The Building and Safety division oversees all phases of new building construction, perform a variety of inspections and provide neighborhood preservation. The head of the division is the Building Official. Their offices are located within City Hall.
Building & Safety provides:
- Building permit plan check
- Permits issuance
- Building and Safety for new buildings, additions, tenant improvements, etc.
- Neighborhood Preservation to support the enforcement of policies and programs within the Public Works, Community Development, Fire and Finance and Technology Departments.
- Floodplain Management for new development

Additionally, Building and Safety maintains a historical permit and plan archive of over 1 million construction documents. This section enforces the California Construction Codes as amended by the City during adoption.
2010 Ordinances approving by reference the 2010 Edition of the California Building Code, Electrical Code, Fire Code, Mechanical Code, Plumbing Code, and Residential Code, and amending certain provisions thereof through express findings of local necessity.
We are now offering Express Plan Review for the following projects that involve tenant improvements or alterations:
- Professional Business Office (B), except Medical/Dental Office uses
- Retail Sales (M)
- Offices associated with approved Existing Warehouses (S1) or Factories (F1)

Contractor Self-Inspection (CSI) Water Heater Permits
We are now offering water heater permits to State Licensed Plumbing Contractors that prefer to self-inspect and certify tank style water heater replacements. Contractor Self-Inspection Permits are available via fax (805-652-0694) or email (csipermits@cityofventura.net).
CSI permits cost much less than standard water heater permits due to the reduced city staff time involved in inspection of the water heater replacement. The CSI Water Heater Permit program is inexpensive, easy to obtain and a quick way to ensure a safely installed water heater.

We are now accepting Fax Permits for:
- Single Family Residence - Re-Roof
- Single Family Residence - Water Heater (with tank) Replacement
- Single Family Residence - Forced Air Unit or Wall Heater Replacement
- Single Family Residence - Retrofit Window Replacement
Permit Payment Plan - Now Available for Owner-Builder Repair Permits
Building & Safety has set up a simple, guaranteed approval, payment plan for owner builder repair permits of up to $1,000. The payment plan is facilitated by Revenue Experts and costs a flat rate of $37 for up to 12 monthly payments. Click here to download the Payment Plan Application form.
