General Cable Information
The Civic Engagement Division provides cable television regulation and enforcement for all cable television service customers within the Ventura limits. The City of Ventura maintains non-exclusive cable television franchises with two cable companies: Time Warner Cable and Charter Communications. Time Warner Cable serves the east side of Ventura and Charter Communications serves the western portion of Ventura.

Rate Regulation
The price you pay for the basic service tier portion of your cable service, as well as some reception equipment such as converters, is regulated by the City of Ventura. The City regulates the basic service tier using rules set by the Federal Communications Commission (FCC), which establish a "benchmark" rate based on many factors including the number of subscribers and the number of channels offered on the basic tier. Under Federal law, the City of Ventura cannot regulate rates for premium services, individual pay channel packages, or pay-per-view programs.

Institutional Network (I-NET)
The I-NET (Institutional NETwork) project is a joint effort of the City of Ventura, Ventura County, Ventura County Community College, the Ventura Unified School District and our two cable providers. The project has connected 63 locations from each of these organizations with a high-speed fiber optic link to enable the efficient sharing of voice, data and images.
